Indicators:

1. The three investigative units will have clearly defined roles and responsibilities as well as all necessary operations manuasl.

2. The TCP will provide support in implementing training activities, equipping units with adequate office equipment, investigation systems, computer soft and hardware as well as vehicles.

3. Provide technical assistance for initial investigative activities

4. Conduct internal and external anti-corruption public awareness campaigns to encourage compliance with law and reporting of corrupt actions

5. Establish hotline

6. Measured by: number of corruption cases sent by three investigative units to the Public Ministry and to the courts. The goal is 13 well documented cases.
