1. Primary focus will be on reforms within the judiciary and the Executive branches during phase one implementation

2. Creation of an Inter-Agency Committee

3. Inventory of existing business registration requirements

4. Design of procedures manual and software, scanning of paper files, validation of system, launch, and implementation

5. Goal: reduce time to start a business form 74 to 36 days and costs form $750 to $100
