The Threshold Country Program (TCP) is designed to assist countries that are on the “threshold,” meaning they have not yet qualified for Millennium Challenge Account (MCA) Compact funding, but have demonstrated a significant commitment to improve their performance on the eligibility criteria for MCA Compact funding. TCP assistance is used to help selected countries address the specific policy weaknesses indicated by their scores on the Millennium Challenge Corporation (MCC) policy indicators. The Board of Directors selects countries as eligible for TCP assistance based on their demonstrated commitment to meet the eligibility criteria for MCA Compact funding, including improvement of their scores on sixteen policy indicators, based on public information, in three general categories: ruling justly, investing in people, and encouraging economic freedom. Each candidate country's scores against these sixteen MCA policy indicators are listed on the MCC website under ‘ Country Rankings ' (link to MCC website).
The U.S. Agency for International Development (USAID), with MCC, is currently the primary agency overseeing the implementation of the Threshold Program.

The Millennium Challenge Account (MCA) is an innovative program in which development assistance is provided to those countries that rule justly, invest in their people, and encourage economic freedom. Working closely with the Millennium Challenge Corporation (MCC), created to administer the MCA, the countries that receive MCA assistance are responsible for identifying the greatest barriers to their own development, ensuring civil society participation, and developing an MCA program. MCA participation requires a high-level commitment from the host government. Each MCA elected country enters into a public Compact with the MCC that includes a multi-year plan for achieving development objectives and identifies the responsibilities of each partner in achieving those objectives. Using objective indicators (see above for link), countries are selected to receive assistance based on their performance in governing justly, investing in their citizens, and encouraging economic freedom.

In March 2002 in Monterrey , Mexico , President Bush called for a "new compact for global development," which links greater contributions from developed nations to greater responsibility from developing nations. The President proposed a concrete mechanism to implement this compact -- the Millennium Challenge Account (MCA) - in which development assistance would be provided to those countries that rule justly, invest in their people, and encourage economic freedom. With strong bipartisan support, the Millennium Challenge Corporation (MCC) was established on January 23, 2004 to administer the MCA. Congress provided nearly $1 billion in initial funding for FY04 and $1.5 billion for FY05. The President requested $3 billion for FY06 and pledged to increase annual funding for the MCA to $5 billion in the future.
